<p align="left"><font size="3"><font color="#000000">&nbsp; &nbsp;&nbsp; &nbsp; <font face="Arial">近年来，我国教育事业的发展突飞猛进。到2004年底，全国普及九年义务教育地区人口覆盖率已达93.6％。高中阶段毛入学率47.55％。高等教育毛入学率达到19％，所有这些都揭示着我国人口的整体素质正在逐步提高。但我们也看到，与世界各国一样，我国教育发展也存在不均衡性。我国广大的农村是教育发展的薄弱地区，城乡教育不论在规模上，还是在质量上都存在较大的差距。这就使得农村适龄人口的平均受教育年限远不如城市人口，这不仅是教育发展不公平的体现，也是社会发展不公平的直接结果，虽经过多年的发展，但这种差距依然存在，甚至有扩大的迹象。</font></font></font></p>
